The Bihar Student Credit Card (BSCC) Scheme has seen significant updates in 2026, particularly regarding interest rates and course coverage.

1. Loan Amount & Fees
Maximum Amount: Up to ₹4 Lakh.
Interest Rate (2026 Update): Following a recent cabinet decision, the scheme is now effectively 0% interest (Interest-Free) for all students, meaning you only repay the principal amount.
What it covers: Tuition fees, hostel/rent, examination fees, books, stationery, and a laptop.

2. Eligibility Criteria
Residency: Must be a permanent resident of Bihar.
Qualification: Passed Class 12 (Intermediate) from a board recognized by the Bihar government. (For Polytechnic, Class 10 is sufficient).
Age: Maximum 25 years at the time of application.
Institution: Must have secured admission in a college recognized by regulatory bodies (UGC, AICTE, etc.). For private colleges outside Bihar, they must usually have a NAAC 'A' grade.
Constraint: You cannot apply for a degree of the same level you already hold (e.g., a second B.A.).

3. Eligible Courses (Full List Categories)
The scheme covers over 40 categories of higher education:
Engineering: B.Tech/B.E. (All branches), Polytechnic Diploma.
Medical: MBBS, BDS, B.Sc Nursing, GNM, B.Pharm, BPT, BAMS, BHMS.
Management: BBA, MBA, PGDM, Hotel Management (BHMCT).
Computer/IT: BCA, MCA, B.Sc IT/CS.
General: B.A., B.Sc., B.Com, M.A., M.Sc., M.Com.
Others: Law (LLB/Integrated), B.Ed., B.Arch, Agriculture, Mass Communication, Fashion Tech, Fine Arts.

4. How & When to Apply
When to Apply: You can apply as soon as you have an Admission Letter and a Fee Structure from your college. There is no specific "window"; applications are open year-round.

Online: Register on the portal above to get your User ID and Password.
Offline (DRCC): After the online form, you must visit your local District Registration and Counseling Centre (DRCC) for physical document verification.

5. Repayment & Moratorium
Moratorium Period: Repayment begins 1 year after course completion or 6 months after getting a job, whichever is earlier.
Tenure:
Up to ₹2 Lakh: 60 months (5 years).
Above ₹2 Lakh: 84 months (7 years).
Extensions are available if you remain unemployed (requires an affidavit
